# Policing Evaluation

**Open this area:** In the CORTEX menu, select **Intelligence cycle → Collection**.

Select an explicit scheme, record source and information assessments independently, and retain policing use conditions without changing classification.

**Who uses this:** Collector, Analyst, Reviewer.\
**Open in CORTEX:** `/collection`.\
**In-app guide:** `/help?topic=policing-evaluation`.

**Expected result:** The source or report retains the evaluation edition, codes, rationale, assessor and approved policy reference.

## Before you start

* Have current source or collection write/execute authority for the intended action and scope.
* For APP, ask a corpus manager to approve an England/Wales profile with the APP edition, source provenance and allowed action/sanitisation codes. Adoption also requires corpus read access.

## What to do

{% stepper %}
{% step %}

## Evaluate the source

In Register/Edit source choose the scheme and edition.

JDP uses its existing A–F source selector.

APP uses source codes 1–3 and a mandatory assessor rationale; select an approved profile and enter the adoption reason.
{% endstep %}

{% step %}

## Evaluate the reported information

In a collection result or analytical evidence item, choose its scheme independently.

APP information A–E describes how the account is known, rather than JDP truth credibility. No score conversion is performed; the unused JDP field stays unassessed.
{% endstep %}

{% step %}

## State sharing conditions

For APP information choose P or C and explain the sharing rationale/owner instructions.

C requires one A1–A3 action condition and one S1–S2 sanitisation condition allowed by the same approved policy.

P cannot retain C-only conditions.
{% endstep %}

{% step %}

## Inspect the retained assessment

Save, then inspect scheme/edition, assessor, rationale and adopted policy on detail.

The classification, compartments and caveats remain independent. Assessments do not confer a power, permit release or perform sanitisation.
{% endstep %}

{% step %}

## Reassess transparently

Use Reassess credibility on the retained collection result, choose the intended scheme and record reasons.

When using APP, reselect an approved current profile.

The original observation and each earlier assessment remain in history, including any original conditions.
{% endstep %}
{% endstepper %}

## Check the result

* Have source, information and handling been assessed independently?
* Is the profile for England/Wales and the correct edition?
* Does code C include both permitted conditions?
* Have I checked the originator's instructions and separate authority before acting?

## If you get stuck

<details>

<summary>Why is APP unavailable without a profile?</summary>

A code alone cannot establish applicability. Ask a corpus manager to provide the exact approved catalogue and reviewed source requirements; refresh and select that profile.

</details>

<details>

<summary>Why did a valid A3 or S1 fail?</summary>

The adopted policy may permit only a subset. Inspect its retained catalogue choices and choose an allowed condition, or seek a reviewed policy change. A code's existence is not permission.

</details>

<details>

<summary>Can I equate APP A with JDP A?</summary>

No. APP A is an information-knowledge code; JDP A is a source-reliability code. Their dimensions and editions always travel with the value.

</details>

## Responsibility and limits

* Do not apply this APP catalogue automatically to Scotland or Northern Ireland. Those jurisdictions need separately reviewed policy and supported catalogues.
* A condition is a retained instruction. Existing source-use, sanitisation, disclosure and release controls still apply.

## Reference and scope

JDP 2-00 fourth edition Table 3.1; College of Policing APP Completing an intelligence report, 13 January 2026. This APP catalogue requires a reviewed England/Wales profile.
