# Professional Evidence

**Open this area:** In the CORTEX menu, select **People & settings → Professional evidence**.

Pin an approved role framework, retain independent assessments and verify development evidence without changing permissions.

**Who uses this:** Reviewer, Administrator.\
**Open in CORTEX:** `/administration/professional`.\
**In-app guide:** `/help?topic=professional-evidence`.

**Expected result:** Assessors inspect the same criteria and earlier evidence; each development gap has an owner and agreed review date.

## Before you start

* Select the correct workspace and obtain explicit professional read/write/assessment or framework approval access. Ordinary administration access is insufficient.
* Have the actual approved framework revision, criterion/evidence expectations, professional owner and adopted UK profile. Do not copy restricted training content or treat example criteria as actual policy.

## What to do

{% stepper %}
{% step %}

## Propose exact role criteria

Open Administration, Professional evidence, Propose a role framework.

The page shows workspace/write, actual framework/independent owner and approved UK profile prerequisites. Complete its validated Framework source, Exact criteria and Review proposal steps.

Record one role and up to sixteen uniquely coded criteria with acceptable evidence, the actual source revision, private handling and an approved profile adoption. Continue and final save remain unavailable until required inputs are complete.

Saving creates a full Draft proposal for independent owner approval.
{% endstep %}

{% step %}

## Obtain independent owner approval

The named owner who authored no proposal revision records actual approval evidence and a reason.

Amendments require fresh approval; withdrawing a framework stops new assignments and retains earlier assessments.
{% endstep %}

{% step %}

## Assign the role and review development

The assignment page shows professional write authority, a current approved role framework and the person/development plan as prerequisites, with a direct framework proposal link when one is missing.

Choose the person by exact email, exact approved framework revision, development owner and agreed future UTC review date. The page marks required inputs and blocks save until a reason is supplied.

Every criterion begins unassessed with an explicit review action. Changing the role retains earlier assessments and creates a new plan; choosing the same framework does not reset it.
{% endstep %}

{% step %}

## Retain an assessment

A separate assessor chooses a criterion, explicitly selects gap or demonstrated, records evidence and their actual qualification reference, and names the owner, action and next review date.

This app records the professional decision; it does not certify the qualification.
{% endstep %}

{% step %}

## Verify actual development completion

A separate assessor records completion evidence and a reason against the selected development action.

Training completion does not change a competence judgement, appointment or permission. A new assessment reopens only that criterion's action.
{% endstep %}
{% endstepper %}

## Check the result

* Are both assessors using the same exact framework revision?
* Does each gap have an owner, evidence and a future review date?
* Is training completion recorded separately from competence and access?

## If you get stuck

<details>

<summary>Why did my assessment conflict?</summary>

Another assessor or role change altered the record. Refresh, compare the exact framework and preserve your notes; do not overwrite the other decision. An unchanged retry recovers the same retained event.

</details>

<details>

<summary>Why can I not assign an older framework?</summary>

New assignments require the exact current approved framework and current profile. Older assessments keep their original criteria and evidence for historical review.

</details>

<details>

<summary>Why was my page cleared?</summary>

Current professional access, organisation, workspace or handling changed. The shared operation lifecycle clears private records and entered notes. Ask the professional owner or access manager to review the legitimate scope.

## Responsibility and limits

* Record only necessary professional evidence references and rationale. Screening/identity-check files do not belong in these forms.
* Frameworks retain up to 32 revisions and two MiB; professional records retain 64 revisions and four MiB. At capacity retain history and use the approved replacement process.
* Actual formal appointment, screening and eligibility-policy workflows remain separate. A role name, assessor reference or technical grant does not establish statutory authority.

**Reference and scope:** F21-R01/R03: actual versioned PHIA or approved UK role criteria and evidence remain separate from technical grants, formal appointments and screening attestations.
